Health Policy, Management and Communication
Through the use of basic ideas, concepts and analytical approaches from political science, this course will review how HIV/AIDS policies and other health policies are developed and implemented.
The course programme will identify the organisations and actors involved in the formulation and implementation of health policy including issues related to the selection of health priorities and targeting of beneficiaries from a political perspective. The course will further review the theoretical underpinnings of behaviour change communication and other health promotion activities related to information, education and communication. Finally, it will address health policy within a broader framework of development processes and aid assistance.

Health policy:
Students completing this course will be able to:

Use basic ideas, concepts and analytical approaches from political sciences

Identify the organisations and actors involved in the formulation and/or the implementation of health policy

Follow arguments underlying different policy approaches in health provision

View issues related to the selection of health priorities and targeting of beneficiaries from a political perspective

Place politics of interest and of morality in analysing health policy and provision

Understand the way political systems work with regards to health issues, including agenda setting, the stakeholders and implementation processes

Locate health policy within a broader framework of development processes and aid assistance

Work with policies that promote healthy environmental changes including improved living conditions.
Health management:
Students completing this course will be able to:

Discuss the basics of Project Cycle Management (PCM) and its implications for the strategic management of projects

Know how to use several planning tools (e.g. SWOT analysis, Logical Framework Approach) and be able to use them for drafting a project proposal

Critically analyse and identify various approaches to health management and organisation with the aim of making an optimal planning/strategy for a health care system.
Health communication:
Students completing this course will be able to:

Demonstrate understanding of the core theories and principles behind health communication models (ranging from behaviour change communication (health promotion) to communication for social change)

Apply an HIV/AIDS model of behaviour change to identifying barriers to sexual and reproductive health behaviour change

Demonstrate an ability to critically analyse communication campaigns according to cultural, social and political environment

Develop a health communication campaign brief and present a multi-channel/media HIV/AIDS prevention campaign plan.
Criteria for assessing the fulfilment of the course objectives
The student is expected to participate actively in classes, group work and exercises. The exam consists of three essay questions and will be reviewed and graded according to the described learning objectives. The first essay question is required, and is worth 50% of the grade. The second and third questions are worth 25% each and can be selected from three choices.
