HIV and Health Systems

This course studies the key elements of a health system and reviews in-depth how health systems contribute to achieving universal access to HIV comprehensive prevention, treatment, care and support. These include service delivery and financing, the role of health care providers, the procurement of prevention and testing materials and pharmaceuticals, and the key stakeholders. Through an interdisciplinary perspective, students will analyse and critically evaluate health system strategies for prevention and disease in a historical, cultural, organisational, economic and political context.

Course content:

  • Analysis of health care organisation, including the effectiveness of service delivery and administration models;
  • Health economics including general concepts as well as health care financing (e.g. national and international funding flows and costing) and the application of economic analysis to health planning and decision-making;
  • Health system performance (expenditure, health outcomes, equity, patient satisfaction);
  • Human resources for health: Impact of the HIV epidemic on the development and the health sectors;
  • Health system strengthening and the integration of programmes;
  • Essential medicines and drug procurement;
  • Equity in access to prevention, treatment and care of HIV and access to health care in general;
  • Human rights and health;
  • Stewardship and governance.

Type of Examination

Written course paper:

  • Individual or group paper, max of 3 students per group. If group paper, students will be assessed on their individual contribution to the paper. It must be clearly stated which student wrote which sections of the paper.
  • Internal examiner

Learning objectives of the course
Students completing this course will be able to:

  • Explain the core components of a health system
  • Analyse the organisation and interactions of different types of health systems;
    Understand health systems from different points of views (patient, health care provider, manager)
  • Discuss theories about health systems
  • Discuss health care service delivery models including the ‘horizontal’ and ‘vertical’ programmes in relation to health systems strengthening
  • Analyse the impact of different health systems on outcomes. 

Criteria for assessing the fulfilment of the course objectives
The student is expected to participate actively in classes, discussions, group work and exercises. The course paper will be reviewed and graded according to the described learning objectives.

Written course paper: 7-point grading scale
